replacing a PCB and/or decoder

I have a Bachmann ALCO RS3 DCC without sound. It doesn't work in DC or DCC but the motor runs when I put power directly to the motor. How can I test to find out whether the problem is with the PCB or the decoder, or both?

I would check those black clips that hold the wires to the PCB. It sounds like a wire is out of position and not making contact with the pad on the PCB.

If at first you don't succeed, throw it in the spare parts box.

Buy a multimeter for testing. I have used them for many years. Visual is first test.
