ALCO 2-6-0

I have a 2-yr old "HO" ALCO 2-6-0 locomotive that does not run after being stored since January. Seems to be electrical, but not sure. Any ideas on how to troubleshoot?

You can start by touching a 9v battery to the main drivers to see if you get a response.  Won't hurt anything.  If the wheels turn, then you can move to the tender to check for a bad connection.

Sounds like oxidation to me .  Cars won't start after a long lay up, why should trains?
