One like this is always in parades in St. Louis. It belongs to the Forty and Eight club. Not this exact one. I think they have a newer one now.

#784 was the 1912 San Antonio explosion on the GH&SA (T&NO/ SP predecessors).  A Vanderbilt tender is partially visible to the left.  A whaleback tender is visible on the right.  I posted an account several pages back. I recall that the incident occurred inside the roundhouse.  This picture shows it towed outside.
