Auto reverse control

Just set up my auto reverse set and the speed control still sends power to the loco even when the dial is turned completely counterclockwise to the off position. This doesn't seem right? Any suggestions?

   I am having the same problem plus mine will not reverse, hope someone has an answer to this problem.
