No power from locomotive

I've got a new 4-6-0 trainset (non-dcc) Power to tracks tested w voltmeter all the way around (17v max) but nothing from locomotive.  Locomotive on track properly; tried reversing polarity

New to trains but good w/ electrical and mechanical.  What do I look for?

Check the switch behind the boiler front, it may have a center off, if no center off wiggle the switch back and forth and seat it firmly in either position. If it still does not run, Use your meter to test the voltage on the wheel rims, if OK open up the bottom and test the voltage on the brass wipers, if no go, test the wires at the motor.  This should give you an idea what is causing the problem.
