whats the best company to by steam locomotives from? i need a reliable loco that can climb a 3% grade, and pull a good length train

the only steamers i buy are spectrum because dcc is already installed and they have decent tractive effort.
models the C&O in 1945-55 happily in Canada :D

Whoever makes the loco you need. There is not enough variety in the market to really be picky.
