New Southern Green #722 2-8-0 - What are the clips

I just bought my first Bachmann train, an HO Southern 2-8-0 Green #722 and so far really like it. Included in the box with the engine were two small clips in a clear plastic bag, but no hint as to what they are.  They are all metal with three legs or pins.  What are they used for and why do I need them?

they are dummy plugs. If you choose to take out the DCC Decoder you have to place them into the plug. Instructions are in the exploaded diagram. if running DC taking out the DCC Decoder will improve performance. it is located inside the tender
