Just because an engine is not DDC ready does not mean that you can't install a decoder in it.  You'll have to isolate the motor but that's not too hard.  I've got a few Niagaras from the early 2000's (not DCC ready) that I installed decoders in and all it took was a few evening's worth of tinkering to make sure that I have everything isolated properly.

Unless something changed, the PA under restoration has a Alco 251C prime mover from a M420B road switcher, so it does have an Alco engine.
