I have a C-607 Caboose that only lights intermittently.   The lamps are not burned out .  If I put a multi meter on the 3rd rail and touch the pickups the lamps light up. All the connections are tight -  no loose wires.  This is a new caboose.  What is going on?   My Williams and Lionel loco's run fine.  The transformer is a Lionel CW-80 which powers old-style  Lionel track.  The both loco's head and cabin lights light up fine when running.  I'm am puzzled as to what is going on.

Took your advice on holding down the horn button. After a while I did get a low horn sound from the unit!  I also noticed that the train increased speed as well.  Thank you for your assistance!

I have an older  GP-9 with incandescent lights and a sound card. The horn has never operated.  I run my layout with a Lionel 1032 75 watt transformer or a newer Lionel CW -80 80 watt transformer.  Both with horn / whistle functions.  Does the Williams sound card only operate with a Williams transformer? What could be the problem!?
