Where does the fireman get placed on the “Fast Mail” locomotive?

I have the "Big Haulers Fast Mail" set, and I cannot figure out where to place the fireman (the man with a shovel).
Any idea?

I always place him on the tender deck with the idea that he has just finished putting coal in the firebox.

Yeah, I though I might have gotten it wrong when I posted, but I was tired and did not do my research.
