DD40AX will not play prime mover sound if not moving.

So I got a Bachmann DCC Sound Value DDA40X for Christmas, and I found it has an extremely annoying behavior: It shuts off the prime mover sound when it isn't moving.  So when the loco stops it plays the engine shutdown noise.  This is a really stupid default behavior.

Does anyone know how to get rid of this? I want it to idle when throttle is at 0.

As you can hear, the issue you have is not a default behavior.

What DCC system are you using?

What happens after you preform the two step decoder reset procedure?
  1) program CV 8 with 8
  2) turn power off, then back on
