Large scale loco that was rejected

Many years ago a loco was proposed that was a stubby tank loco that was articulated and featured cylinders that were located in the center of the loco. The public rejected the loco and it was never built. I'd like to create a loco like that and can't remember the name of the prototype builder. Anyone remember what it was?

The name popped into my head and in running down a list of their locomotives on line, I couldn't find any configuration that would fit my recollection of the planned loco. I guess I'll have to be creative and build a "could have been" of my own design.

It did not generate enough interest to justify the cost to produce it.

       Although only 7 Vulcans were built covering 3Ft. 3Ft 6In, 4Ft & 4Ft 8&1/2 all 0-4-4-0T, some 
   of  the, quotations for engines ranged from 0-4-4-0T (60cm & 4FT 8&1/2In) 0-6-6-0T (2Ft 6In 
   & 1meter) 2-6-6-2T (4Ft 8&1/2In). Certainly enough leeway to build a might of been Vulcan
   locomotive. I can almost see Mr Spock as the engineer <BG>.
