For many years I had similar problems with decals.  But I found with Stan's instructions, I got them to work.  The secret for me was to paint the area receiving the decal with a drop of water from a cup of water with a couple of drops of liquid detergent.  Then placing the film over the water.  It became easy to position and I rarely damaged the decal.  Once in place I then brushed it gently with a soft paint brush to push any excess water to the edge to be blotted up with a tip of a paper towel.  

Using a glossy surface also helped.
