DCC starter set

I now have 10 engines in my set and the two from my DCC starter set move slightly when I run my 2-6-6-2.  Are they cheaper decoders or do I have a radio frequency problem?

 I seem to have a power surge on my layout when I run my 2-6-6-2 with sound.  The sound can be on or off and other locos move randomly as if posessed.  I do not believe in the supernatural so I was wondering if you had any thoughts on this matter.  Thank you in advance.

Without more information all I can do is state the obvious. Most DCC locomotives come from the factory with a default address of '3'. Have you changed the addresses of all (but one) of your DCC locomotives? The directions, accompanying your DCC control unit, should contain instructions on changing locomotive addresses. Please note that some decoders require a programing booster and accompanying programing track whilst others do not.
