I have a Bachmann DCC on board "CSX" sd40-2 that's not working, when you put it on the track it doesn't do anything unless you jiggle it around and that only get's it to spurt. I'm using a E-Z Command controller and have tried it on a  friends similar layout.
The guy whole sold it to me said he had to program it to the unit #8868 to test run it but then back to 3 and it was running fine. it won't even run in DC mode. ???????????????????

Trying your new locomotive on a friend's layout was a good idea.  What were the results?

Do other locomotives run on your layout?  DCC ones?  dc ones?

Are your tracks and wheels clean?

Without additional information, it is impossible to say and hard to guess what the problem might be.

Growing older is mandatory but growing up is optional.

same results at my friends, and yes I have regular DC locos running & tracks clean etc. It's driving me nuts! hehehehehehe

OK brought it to another friend with a prodigy 2 and we got it running by changing the CV to 8 but we couldn't do the SV because I don't know it.  I'm not even sure if CV 8 is right for that loco, I think it is.
