Non-powered Acela Locomotives

I cannot seem to get the lights to work on either of the Acela locomotives.  The cafe car works fine and responds to my programming my Digitrax system, but I cannot seem to get the Locomotives to work.  Any suggestions?

did you program them to the same address, they each have a decoder in them also.
when i did mine, i had both locos and the powercar on the program track at the same time
