I just double checked the consist setting and it was set to 5. After changing that to 0 the loco functions properly. Ok I feel kinda stupid now  ::)

Hello everyone this one has me stumped. I use NCE and JMRI to run and program my trains but this loco will not move. All the "bells & whistles" work as they should as well as the lights but it won't move. Using JMRI to read the decoder the loco moves down the track so I know it's not the motor. Just for grins I decided to set the address back to 3 and used my EZ Command system to see if that made a difference but it did not. Out of frustration I started pushing each address to see if I could get movement and once I was on 5 the loco would move correctly BUT none of the functions would work. The RPMs would go up with the speed of the loco but nothing else.... What The Heck!!!!! I've never had this issue where a loco programmed to one address would work the functions but movement needed to be set to another address. I do not have consisting turned on and I'd rather not make a consist just for this loco.

Have any of you had this issue???

In all of the complications and rabbit holes listed above, you didn't say anything about a generalized CV reset.  Try the below and see what happens.

Put the engine on a track controlled by a more advanced DCC system and reset cv8 to 8, then momentarily break the power by rocking the engine slightly to one side.  Watch the head light blink 16 times to tell you that the reset is successful. Your address will now be three and all of your CVs are going to be reset to factory default.  Including whichever motor control cv's somehow became errant.  If the problem persists, the problem is probably a loose motor wire lead somewhere.
