I recently purchased 2 used EZ command controllers. All lights light up except power led. No voltage out in any mode.
Is there a fix for this?

The operative word here is "used."  Failure is probably the reason they were sold.  Buyer beware.

It's probably cheaper and easier to just buy a new one that is known to work and has a warranty.
