If I buy the Woodland Scenics Grand Valley HO set, would I have to use DCC power for the track or what kind of power would I be using?

any ho layout may be powered by either dc or dcc. the track configuration is irrelevant to  the control system.

I recommend DCC my friend who is building a BNSF line didn't need one and I got it even though I don't have a DCC engine yet but I recommend DCC

You need dcc if the turnout switches use it, or if you own one of the few dcc only engines.
