Trolley won't reverse

I have a trolley with reversing track. The trolley runs to the end of the track and stops. Won't reverse. I made sure that the last piece is the "special end piece." I tested the trolley on other track and it runs in either direction. I used a volt meter to check power on all pieces of track. All check out fine.  Is the problem with the last piece of track or the relay in the house?
