Usra 0-6-0 wheels jammed

I have removed the bottom plate and lifted up the wheels to clean and lube things when it  runs rough many times, but this time I seem to have bollixed things up.  Can't figure out how the linkages are to be arranged so wheels will rotate under power.  Is there a post that addresses this?  Or a picture of how things are to be assembled?  Thanks.
