Bachman GP9 DCC won't program with digitrax but will run on 03?

Can't figure out why my new Bachman GP9 will run fine on my program track with 03 address but won't program.  Digitrax tells me that I need a load on the rails (resistor 120-1K ohm) tried this but no luck, any ideas?
