Please advise what the tightest turn radius is?  Can I make it with 15" radius or smaller using flex track? please advise??

15 inches is about the minimum limit.

I would stay with the 18" curve. I have four different sets and the running of and looks is a whole lot better even at 18", better would be at 22".
You are the one who will have to make that desecion.
If you were running thr small Porters etc, 15" would look great even a smaller curve would work great. There is another question. What cars are you pulling freight or passenger, their again you get into looks and also coupler funtions over the curves. What you might do if you do not mind the money spent is to pick up a pack of Atlas 15" curve track (4 pc pack) and just see if you want to go that way. You also need to ask your self is this just a one time set up at say Christmas or are planning on  leaving it set up to run when you want to.
  Hope this gives you some ideas to think over.
