55 three ton shay

Hello
I am new in the garden railrod and I just bought a 55 three ton shay.Are there a place where you can see where they supplied things must be put.
Next problem: why cant the Watherwagon not turn in the bogie, it gets the wagon to jump off at the switch, run with LGB traks.

If you bought brand new,  it should ah been included within the original packaging  imho  !?
