OK I found the answer
One is an USRA model
The other is the USRA modified to represent a H4

Looking at an internet dealer's site I see 2 Bachmann C&O 2-6-6-2 types  listed ?

One is labeled as an H4
The other does not carry the H designation

Were ther 2 different releases and if so what is the difference

Ain't much of a glut when the Rivarossi models go for $499 and check what the go for on EBAY

I think they should make the Allegheny and sell it for the price of their new Yellowstone

Not much difference in size and detail

The Rivarossi price is obscene

At one time I had a double crossover and a turn out off the inner track to a servicing facility and engine house but was having problems at the turn out/crosovers so I took it out before I balasted and went with a farm and depot along one of the tracks . I have DCC plus a throttle  that I can switch in on either track  that I use for my  DC diesels --My steamers are all DCC
