A DCC controller and sound decoders. You need to search the decoder manufacturer websites and stores to see if there are sound decoders for your particular models. If you want to control all the sounds you need something better than the basic DCC controllers.

Altering the CV values may help. I haven't got the exact settings for the Tornado, but these ones for other Bachmann steam locos may help. http://www.bachmann.co.uk/pdfs/decoder_settings.pdf
I'd suggest trying the settings for the Standard 4 4-6-0 first.

DC controllers usually give out a higher voltage than the 12v nominal that they are supposed to. That's why DC locos can go so fast.  A DCC decoders power is more regulated and doesn't give out such a high voltage.
The answer for you other questions depends on the DCC controller you are using.

As a further note, a multimeter won't work properly on DCC. You will be able to get a general reading, but it won't be very accurate.

If you want to measure the stall current to check which wired decoder is suitable, then you need the dial switch pointing to 10A and the leads , one in the common and the other in the 10A socket, as most motors stall at half an amp on n gauge and 1 Amp on H0.

If using two controllers they should have seperate transformers as shown on Brian Lambert's website.

You must never connect two seperately powered DCC controllers to the layout. Boosters should be used. See the DCC section on the same website. http://www.brian-lambert.co.uk/

Every book about baseboard construction says don't use it. Reasons: It's too hard and thin, doesn't take screws or track pins (spikes), it has no structural strength and is extremely noisy when trains run over it. Best used as a backboard for scenic paper.
(For British readers Masonite is hardboard.)

Not one chance in a billion that the engineer stopped so close on purpose. The bakes would have been on maximum. The driver of the car was lucky, unlike here in the UK today where someone in a car was just killed on a crossing where the train didn't manage to stop.
