Back in the mid 90s when I started buying their steamers the only rival was Rivarossi

Yeah they did

My 4-4-0 and 2-6-0 are great runners and lookers
Their USRA 2-8-2 and 4-8-2 were also real buys

With my own intra state line I use anything from 440s to 484s in steam and GP20 and B23-7 in diesel

I just make sure my rolling stock is appropriate for what engine is being used

With USRA coal cars they can go from post WWI to the 60s

And being a small intra state I ran steam till the early 60s so my 52 box cars and 43 condolas are also OK 

I also have old time Billboard Boxcars for my early years post WWI

My diesels can pull the coal -box-condola  and ore cars and still be proper era

That is what is nice about owning your own line

In addition I only run my own marks on my rolling stock

I would get a 2-8-0   a 2-8-2 and a 4-8-2

You can use the 2-8-0 and the 2-8-2 on the 18 or 22
You can use the 4-8-2 on the 22

You would have types that were used right up to the end of the steam era

As far as pulling power --all of them are more than adequate for your size layout

More than 10 cars is too long a consist for your size layout so you don't have to worry about that

I would limit my rolling freight to 40' and under

You  can get them all with or without sound

And there are great models of all 3

I can run anything up to a 282 on my 18 inner and up to a 484 on my 22 outer

I have a 284 and 282 running now

I limit my rolling stock to USRA coal , ore cars and old time billboard on the 18
On the 22 I use 40' box and condola and 50' passenger ( 1890 era)

Or if you have some plastic kits around the sprue that holds the parts can be used
If too big sand down then using the plastic cement fill the hole
