Visually verify that the locomotive actually has a decoder inside and that no wires are loose or frayed. Try doing a factory reset if it does have a decoder and everything appears to be in order.

10 foot is the only length they make, if you want something shorter you will have to splice in your own wires.

If there is one planned they can't tell you about it until a more appropriate time when they make all of their official announcements. If would take them 18 to 24 months if they just now decided to make one, but if it is in development there is no way to know how far along it is in the process.

Assuming you have an advanced DCC system capable of programming Configuration Variables, you can do a reset on the decoder. If that doesn't work check to makes sure analog operation wasn't disabled. Also you can change the start voltage.
If you don't have a system capable of programming.... Might I suggest to remove the decoder and install jumpers to run it on DC

Also Jon, I have a few BLI locomotives with factory sound that are DCC only. I also have a Bachmann locomotive that has factory sound with a warning label on the box not to run it on analog DC.
I also recently bought a Mantua 2-6-6-2 with DCC and sound and it also is DCC only and cannot be run on analog DC. They do sell a analog version as well (with no decoder or sound) for those who run on DC.

The decoder you bought is not dual mode and cannot be programmed to be dual mode. It will only run on DCC and you should not attempt to run it on analog DC or you will damage the decoder. Also many decoders were made to only run on DCC, originally all decoders were DCC only in fact. Some newer decoders are also not dual mode as it is cheaper to make and probably has a few other benefits. Bachmann and Tsunami have both in the past made DCC only sound decoders so you really have to be knowledgeable about what you are buying and pay close attention to the details. If you are not knowledgeable in DCC then buying separate sale decoders probably isn't the best idea until you have a better handle on things. I suggest starting with a locomotive that already has a dual mode sound decoder which applies to all current new Bachmann HO sound equipped locomotives. Also you would not be able to do the necessary programming for a DCC decoder that has analog mode disabled if you only had an EZ Command System; you would need a more advanced system such as a Dynamis to do that sort of programming. The EZ Command is mainly for programming an address 0-9 and direction of travel, that is pretty much the extent of its programming ability.  It is fine for those who just want a basic controller capable of running 2 or 3 trains at a time but aa better system is necessary if you want to program configuration variables  (CVs).

A curved crossover does exist in HO scale, but the only one ever made was created for a trolley/streetcar layout. The radius is definitely not 22" radius, it was likely tighter than 15". Oh and did I mention it was built into a street. So not really of any use to you it seems.

Just because you have some Bachmann EZ track doesn't mean you can't also use flex track. Just buy a bundle of flex track; it doesn't get any easier than that. You can make the curves whatever you want them to be and keep your existing track. It is really easy to use flex track in conjunction with any track with a built in roadbed. This way you don't have to buy a variety of EZ track and you can easily get whatever radius you desire.

Well that really isn't that bad, people have gotten to used to everything being "RTR" that they lost sight of what model railroading was really about. Jonathan for instance always seems to add his own personal touch to everything, sure he can just take something out of the box and throw it on the track but I think he gets a lot more gratification having detailed and weathered all of his locomotives and making the extra effort so to speak to make them really stand out.
At any rate, if Bachmann made it in the livery you seek sometime in the past then it should not be too hard to swap shells, otherwise looks like you get to repaint your locomotive. Good luck either way

Train World had them for $120 and MB Klein had them for $110
A non sound DCC model can be purchased for about $50-60

It is analog DC, and is not worth the trouble to convert to DCC, it is cheaper and easier and less time consuming to buy one that already has DCC and is a better runner.
The total cost of what you are trying to do would be $90 or more for an old locomotive that does not run that great and doesn't have DCC or sound.
For just $20 more you can buy a brand new SD40-2 locomotive in CSX livery with DCC & Sound that also runs better and you would not have to install a decoder if you choose to use a DCC controller.

Of course the locomotive in the link will work on EZ-track with a DC controller but the new shell may not be exactly the same and may require some small modifications.
