Any system that allows OPs mode programming (e.g. Digitrax and others) will let you change CVs on the fly. This is a really useful programming mode, both for fine tuning locomotives and for Advanced consisting.
Advanced consisting allows you to drive a locomotive up to another locomotive or consist and mu them together, even on the fly. Best of all, it allows you to break a locomotive out of a consist and return it to normal operation even if you do not remember what consist the locomotive is part of. Breaking up other types of consists can be a real problem, particularly if you operate trains with friends.
