Years ago...many years ago, I purchased blank decal paper that printed lettering in white. The paper 8 1/2 x 11 fit into a regular ink jet type printer. The paper has a light blue backing. The decals are the wet first and slip on kind. You typed the desired lettering on a word document and simply hit print. The results as noted was white lettering...I can't find this product anywhere...Anybody know the vendor?

That sounds like an ALPS printer. I think they've been discontinued.
If I understand you correctly, you had WHITE decal film that you printed upon with an inkjet printer? If so, I believe Micro Mark sells said medium on their website. NOTE: To print white on, say, clear medium requires an ALPs printer (very expensive and hard to find). Given that most general printing is done on white paper, inkjet/laser printer manufacturers do not off that choice. I have used the white decal medium from Micro Mark with much success (even better if you get the laser variety and have Staples do the job for you.
Found my paperwork but I believe they are out of business. To be honest, I can't remember using the product. Business was Micro Format Inc. It works by sprinkling White Letter Powder over the printed black letters...heat and brush off...Anyways found what I needed on K4 Supply Company...Much easier to buy...Happy Thanksgiving to all...
