the Kato shinkansen basic starter 4 car set have tracks. are the basic 4 car set, 6 car, and add ons etc. does these sets have tracks also or just cars?

Add ons only are what they imply they "add on" extra cars, whereas most train sets are "sets" that is they include track, locomotive, cars and transformer.
I can confirm the add on sets are "Cars Only."
Also, the Shinkasen looks best on larger radius curves. Check with Kato. The V11 double track set has 414mm and 381mm super elevated curves with simulated concrete ties. This may not be a starter track system, but the high speed trains look darn good on the banked curves. It's worth looking at anyway.
