Bentendorf (sp?) Trucks

When I just noticed that in the box of my C&O J-2 there is a pair of Bentendorf (sp?) trucks what are they for? I'm just curious, becuase they don't look like they can be used on the engine or tender.

The other versions of Bachmann USRA Heavy Mountain that have the USRA long tender are supplied with two sets of tender trucks. Actually they are Andrews trucks not Bettendorf. I have never know the C&O or SP versions to be supplied with the extra trucks. Maybe Bachmann has changed something or it is just a fluke.
