programming bachman ez command for 28/128 speed steps

Hello, I was wondering how you programm the 2 locos in the digital commander deluxe set. I am trying to figure out how to use the 28/128 speed steps? the manual does not cover this issue

Nothing to program as the E-Z Command Control Center operates only in 28 speed steps.

All current 28/128 decoders will automatically adjust to 28 speed steps.
