Programming E-Z Command DCC Turnouts

I am new to the Bachmann forums and am on a very slow dial-up connection, so have not checked to see if this topic has already been covered.  Please indulge me if it has.  Does anyone have any data that would help me use the Bachmann turnouts on an NCE system? Normal steps to control accessories don't do anything.  Programming asks for CV to change.  I can't find any programming info for these decoders.

Help please.
