Is it just me, or are they also missing something in the tail end of the engines?  A black hole can be seen on both engines in the first picture, but it's just cut off in the second one.  Maybe no radiator?

It looks like the windows are covered or painted or something like that.

they are/were remote control slugs used in trasfer service.
MUed to live locos on train to move around the long cuts of cars
the windscreens are painted over to prevent onboard operation.
prime movers were removed and relpaced with much smaller diesel to power compressor and provide electrical for control system, hence no tank.
many times they were coupled to one end or the other of these units.

they have since been taken out of service, to be rebuilt into green goats or scrapped for parts.

Yes i do. I think anyone can do anything if they put there mind to it and do work. So instead of always thinking it can't be done think about it. it would take some serious roboticts to do that but it is always nice to wonder and think. So to answer your questions yes i do.
