Does DCC ready mean it is ready to run on a a EV Command Control Center?

DCC ready means you need to add a decoder (not included).  That means the unit is set up to accept a decoder - usually by removing a plug on the circuit board.

Or hard wiring a decoder to a motor that is totally isolated.

If the decoder is factory installed, the specs should say "DCC Equipped" ,  "DCC on Board", "Decoder Installed", etc.  Roundhouse DCC ready vintage locos use the term "Non-Sound".  If the decoder is installed, the specs say "DCC With Sound". 

By attrition, I think that one day all locomotives will be supplied with a minimum of "DCC Ready".  For DCC on Board, most modelers don't mind the extra $10 or so even if they only run DC power.

Let us hope all the factories don't make installed sound the only option. Some are doing that now in their "Heritage" models.
