Does this engine have the pumps on the front of the smokebox and the headlight low, as most C&O engines?

Yes, it is the C&O shopped version with flying pumps and pilot mounted headlamp and also has the characteristic 16V Vanderbilt tender.  The one that came with the George Washington has the donut on the tender, the letter boards, and the cameo on the smokebox.
