E-Z Command Dynamis

Just got my system,and two locos, one PCM w sound, works just fine, all the functions, the other, a Atlas  w factory decoder, the emrgency stop icon doen't show and a press of the button does nothing, hook the same loco up to the "cheap seats" EZ Command DCC controler and the stop button/function works, any idea's?

reprogram address, and make sure CV29 has the correct value for that address
