How to install metal wheel set

I bought a new set of wheels (https://estore.bachmanntrains.com/index.php?main_page=product_info&cPath=69_671_148&products_id=6021) but when I try to put them on the axle, they do not slide on easily onto the axle.  Is there a procedure for putting the wheels on the axle?
