4-6-0 surges downgrade

When going down a 4% grade with a train my 4-6-0 surges (it's speed goes from fast to slow then fast, etc.)
A friend suggested that the motor does not enough poles to resist the downhill force. Has anyone else experienced this?  Is a fix available?
