Vanderbilt long tender pcb

Is there a PCB board for the HO vanderbilt long tender that does not short out dcc chips?  I have 2 of these tenders and when I put a dcc chip in them without being connected to an engine, they fry the chips (digitrax sound and digitrax non-sound)  Both tenders were purchased sealed in the box, not used.

The smoke and smell is the first giveaway, digitrax PR-3 programmer no longer being able to read the chips is the second.
