Is this loco DCC ready?

Hi everyone. I was given an engine and discovered there is a removable hatch on top that reveals a circuit board. Can anyone explain what I'm looking at? Is the dcc ready? I appreciate your help! P.S. I wanted to upload photos to show you but the message board upload folder is full

A tutorial on how to post photos here. Example uses Photobucket, which has since changed its bandwidth policies to make posting photos on their platform useless.
