*CLOSED* HO DCC Turnout will not enter "programming mode" when button is pushed.

I push the programming button in the turnout to enter "programming mode" but nothing happens.
I know the turnout receives power because when I power the track the turnout's points rails swing back and forth once.
Ideas?
