VG-303B Traffic Light Controller

Hello everyone, hope all is well!!!  I bought a VG-303B Traffic Light Controller for my HO layout. How do I hook this unit up to my traffic lights?

I just looked it up. It comes with installation and operational instructions. They have a web site.
I think you realize this is not a Bachmann device and I have not heard of it before.
