Hi, not familiar with that transformer, and I see a number of folks have viewed your issue and not replied. What I've found helpful sometimes in this kind of situation is to contact the manufacturer. Is that an option for you? Cheers, John.

The maximum output from the transformer that plugs into the 46604A controller is 16V. So turned all the way up, you should not see more than 16V on the controller outputs. DC voltage on the track outputs and AC on the accessory outputs. That speed controller is intended primarily for use with HO Thomas & Friends equipment, so you'll generally want to keep the track output voltage below 12VDC.
