Speed control on E-Z command unit.

I have new transcontinental train set. I changed the addresses and both engines run slowly, butI have no speed control. What am I doing wrong?

Are you running them on stretch zero bit? Try running them on their DCC number. Not sure what you are doing right now.
The manual gives a complete description of what to do.

If it is a flaky decoder, you need to find someone with a better DCC system to factory reset the decoder.
