Bachmann USRA 0-6-0

On page 65 of the catalog, some engines show valve gear, some do not. I am interested in the USRA 0-6-0 DCC equiped shown on page 64  Baldwin Loco item #51610 but it does not have the valve gear as is shown on item # 50603 on the next page.  Can I order Item No. 51610 with the extra valve gear?  Or can Item No. 50603 (with valve gear) be converted to DCC by my local hobby shop as they have done in the past.

The illustration in the catalog doesn't show it very well for 51610 but the photograph on Amazon shows it.
