I don't know if you'll be able to get the ditch lights to blink without DCC, unless you use somethng like this:

The simplest hookup uses the N8101 power supply with the N8034 ditch light controller.

Contrary to what the Bachmann tech told me, as I indicated earlier I re-wired the headlights, hardwired the motor eliminating the decoder and just finished rewiring and reinstalling the ditch light and red marker leds.Everything works perfectly!
As far as the ditch lights not blinking in DC, doesn't matter. They only flash when the engine horn is sounded.
