HO E-Z Track Reversing and Trolley set up

Do you need to have the Trolley shed control unit to use this track with a trolley set up or can a 9" power rerailer with transformer be used to create a trolley village set up? Answer will help me decide on 25009 or several packs of reversing track.

The electronics that reverse the trolley are in the shed. So if you want it to reverse you need the set. The separate reversing tracks are for extending  the set.
