HO 50 ton climax

Just received my 50 ton climax engine back from repair.  It is a new one. (The third in the last few months)  The first two had gears slipping.  This one is OK except when I assign a address other than 3. it has a much higher starting setting and when stopping it slows down and stops like it hit a brick wall.  I have checked all the settings that I know could cause this.  Everything is in a 128 speed setting.  I have re-set the engine to factory setting by re-setting cv 8 to 8.  It runs fine if the address is left as 3.  I hate to return the engine again as I will soon have as much in postage as the engine cost.  Any ideas?
